P.J. Stella Construction Co. was contacted to build a new middle school for $26 million. The contractor spent excessive funds on additional soil removal, inflated steel prices, and additional costs for winter conditions. The town's School Building Rehabilitation Committee began to dispute who was liable for additional claims made by the contractor. A lawsuit was filed by P.J.
