In May 2000, former state police officer Dexter Brock was sprayed with Mace and handcuffed to a telephone pole by other officers. Brock left the department because of the incident and a state police internal affairs investigation found exceptionally poor judgment on behalf of the officers and awarded Brock a $300,000 tort settlement.
