The Collinsville Police Department began the identity theft investigation on September 21 after it received a complaint from a woman who had attempted to get her power turned on, the news provider said.

After interviewing Cynthia Hill, who was identified as the caretaker of the victim at the home, police discovered two more victims of identity theft who were being cared for by Hill. On November 12, the Madison County State's Attorney's Office charged the 37-year-old Hill with two counts of aggravated identity theft, according to the news source.
After she was arrested and brought to the Collinsville Police Department, Hill was later transferred to the Madison County Jail, the news source said.
According to the US Department of Justice Statistics, identity theft is passing drug trafficking as the number one crime in the US.
