Multiple lawsuits were filed against the Rampart Division of the LAPD alleging police misconduct and brutality. A decade ago, the Rampart corruption scandal involved the investigation of 50 officers and the reversal of over100 criminal convictions tainted by police misconduct. The city has agreed to pay $70 million to various gang members, drug dealers and alleged criminals. Gang member Javier Francisco Ovando was shot by police and left paralyzed received the largest settlement of $15 million. Two officers testified Ovando was armed when they shot him and he was sentenced to 23 years in prison; his conviction has been overturned. (Apr-01-05)
