In August 2003, police Officer Douglas Wine responded to a report of trespassing at the Stop, Shop and Save. Ten year old Derek Crawford was chased by Wine and handcuffed behind his back. During the arrest, Wine accidentally broke Derek's arm and collarbone and separated his shoulder. The Baltimore Board of Estimates approved a $175,000 personal injury settlement. (Jun-02-05)
