City of Puyallup
At the age of 34, Kelly Loomis choked to death on his vomit while in police custody. The family of the mentally ill man filed a lawsuit claiming the city violated constitutional rights and failed to properly train its police officers. A jury found that the Puyallup policeman, A.J. Seitz, used excessive force in subduing Loomis at Good Samaritan Mental Health Services and awarded Loomis' family a $940,000 wrongful death settlement. (Jun-11-05)
