Former Miami Police Department sergeant Raymond Russo had worked with the Miami department for 23 years and before that was with the New York City Police Department. On April 20, 2003, Russo was a manager at the Home Depot in Pembroke when he called the police to investigate a child's backpack believed to match the description of a missing child. Police officer Robert Goulding came to the seen and met with Russo to start his investigation. Russo began suffering from the tic, but Goulding maintained he was being belligerent. Goulding arrested Russo on a disorderly conduct charge, sprayed him in the face with Mace, and pushed his head against the vehicle, knocking his glasses off. Russo filed a civil suit against the city and Goulding claiming excessive force and false arrest; he was awarded a $75,000 settlement. (Jun-19-05)
