The Department of Licensing and Consumer Affairs investigated the chain store's Virgin Islands locations and discovered prices were advertised as lower on the shelves than when the items were scanned at the register. Whenever a product is priced lower on the shelf than at the register, the store is fined $25. Kmart agreed to pay the department a $14,000 settlement. (Jun-29-05)
