In 2002, Kevin Bravo Rodriguez was born at the Jacksonville Navy hospital with severe brain damage. The parents of the boy filed a lawsuit under the Federal Tort Claims Act that allows private citizens to sue the federal government for the negligent conduct of government employees. They claimed doctors at the Mayport Naval Station obstetric clinic waited too long to perform a cesarean section. A federal judge has awarded the family a $60.9 million settlement. Kevin can not see, speak or swallow. He can not move his arms or legs and is not expected to live past the age of 21. (Nov-25-05)
