On June 11, 2002 Shirley Lacy was stopped on Interstate 5 by Trooper Karen Villaneuve and subsequently arrested. Villaneuve allegedly pulled Lacy over for a traffic infarction and arrested her after she appeared to be under the influence. Drug detection determined Lacy was not impaired and she filed a civil rights lawsuit against the state and the state patrol alleging racial bias and police misconduct. Lacy later dropped her claims of racial discrimination and was awarded a $250,000 settlement for police misconduct. (Feb-08-06)
