Zhijian Chen
Washington State has settled an $84,000 spyware lawsuit with Zhijian Chen, an Oregon man, who allegedly marketed bogus anti-spyware software called "spyware cleaner".
Chen made thousands of dollars by sending e-mails and posting advertising meant to mislead the public into believing their computers were infected by a virus and that "spyware cleaner" could correct the issue.
This is the first settlement under Oregon's new Anti-Spyware Act. The Act is directed at ensuring that people do not profit from preying on consumers' fears of spyware and makes it illegal to persuade someone to download software by misrepresenting that a program is necessary for security or privacy.
