In December 2004, Amber Bulus-Steed was violently beaten to death in front of her two small children just outside Port Angeles by Nathan Eugene Hipsher, her live-in boyfriend. Hipsher was a convicted felon at the time and under the supervision of the state Department of Corrections. Her family sued the state Department of Corrections on homicide charges. A settlement was reached with the state June 6th for $975,000. (Jun-16-06)
