City of Long Beach

In 1990, Shirley McClure planned to turn six homes in the Bixby Knolls and California Heights areas into care facilities for Alzheimer's patients but the City of Long Beach and neighborhood residents were not in agreement. McClure claimed that the city tried to shut her down by sending unnecessary inspectors, including public safety and building inspectors at the locations on a full time basis. The city said that McClure had no experience owning elder care homes and was trying to make a quick buck. McClure sued the city in 1992 and 11 years later the case went to trial.
