City of Everett, WA

Everett - On November 11, 2002 Mylo Harvey ran naked from an apartment building and began screaming and throwing beer cans in a convenience store. Everett police struck the 19-year-old with batons and doused him with pepper spray while struggling to get him into handcuffs and leg restraints. Harvey was killed in the struggle and his family members filed a civil rights lawsuit against the city of Everett.
