Connecticut Department of Children and Families

New London, CT: Six year old David Ryan Keeley was in the care of the Connecticut state Department of Children and Families (DCF) when he was placed in the home of his aunt, Lynne Friend. Abuse by David's aunt was reported to DCF six times without a response. On August 12, 1998 David died while in the care of his aunt. His uncle filed a wrongful death lawsuit against the department. The state will pay $550,000 to settle the lawsuit. Friend is serving a 25-year sentence on a manslaughter conviction. (Oct-26-06) [NORWICH BULLETIN: WRONGFUL DEATH]
