In July 2002, 70-year-old Robert and Carmen Sanchez where on their way home from a restaurant when their car was swept off the road. They died in the flood. Their daughter, Melinda Savage, filed a negligence lawsuit against the city claiming it failed to warn people of high waters and provide barricades to close off dangerous areas. San Antonio city leaders did not admit fault, but settled the negligence lawsuit for $250,000. The city has since started a "Turn Around Don't Drown" campaign and has installed flashing high water signs; the city is also working on fixing 168 low water crossings.
