Albany, NY: In 2003, two anonymous e-mailers alleged cronyism, misconduct, and mismanagement in Colonie's Department of Emergency Medical Services. The town of Colonie manufactured criminal subpoenas to unmask the authors of critical anonymous e-mails to the town supervisor. Paramedic Hugh Skerker was suspended by an arbitrator in early 2004 for dispatching the missives. He filed a lawsuit against the town for allegedly violating his constitutional rights by issuing criminal subpoenas without authority. The town of Colonie demanded his Internet service provider, Time Warner Cable, hand over his name and account information.
