Oakland Police Department

San Francisco, CA: In the lawsuit against Oakland police, 119 Oakland citizens alleged that four officers known as the "Riders'' beat them, made false arrests and planted evidence on them in 2000. The settlement included payments of $10.5 million to the plaintiffs and their attorneys. A federal judge noted he perceived some "foot-dragging and diversions'' in the Oakland Police Department's compliance with a settlement agreement that called for major reforms after a police misconduct case. US District Court Judge Thelton Henderson said he's "quite pleased'' that a court appointed monitoring team found in a recent report that the department has made "significant progress'' in complying with many of the terms of the 2003 settlement.
