Oakland, CA: (Feb-08-07) In what has come to be known as one of the largest police misconduct settlements approved by the council in recent years, the Oakland City Council agreed to pay $300,000 to Shawn Wrigley, who fell from a tree after Oakland police officers responding to a report of a prowler doused him with pepper spray. Wrigley fractured his pelvis and his skull in the 30-foot fall in March 2005, and needed hip replacement surgery, raising hospital costs to $200,000. The suit, filed in federal court, accused Sgt. David Faeth, who gave the order to spray Wrigley, and Officer Mark Chinen of excessive force and violating his constitutional rights. [THE ARGUS: TREE FALL]
