Raleigh, NC: (Mar-19-07) An audit conducted in 2003 revealed that juvenile detention centers and training schools were getting less oversight despite long-standing problems such as crime, personnel shortages and shoddy conditions. The audit revealed that conditions were dangerous for staff and juvenile offenders, with rusted metal doors, leaks, and a 5-foot-wide patch of missing tile in a school gym. A 16-year-old boy committed suicide at CA Dillon Youth Development Center in Butner and the center also has five of its 20 teaching positions open, which leads to canceled classes. The Department of Juvenile Justice and Delinquency Prevention agreed to pay $500,000 in a settlement after taking responsibility for the neglect evidenced in the audit.
