Allentown, PA: (Apr-06-07) Thirteen abortion protesters filed suit against the City of Allentown, alleging the city, under former Mayor Roy Afflerbach and former police chief Joseph Blackburn, had violated their constitutional right to demonstrate at the Union Boulevard clinic by having police cite them for loitering, trespassing and other offenses. The protesters claimed the city resorted to those tactics after a 2004 federal court ruling barred the city from requiring the protesters obtain a permit to demonstrate. In a settlement reached between the parties, the undisclosed settlement terms are said to include $10,000 for each of the protesters, the construction of a sidewalk and walkway at the clinic and a set of rules governing the behavior of police and protesters. The Allentown Women's Center requested permission to intervene in the settlement agreement, claiming that the motion would create substantial obstacles and impediments to clinic access and are likely to worsen the harassment and physical confrontation women encounter when trying to enter or leave the clinic.
