Tallahassee, FL: (Apr-24-07) Minouche Noel, now 19, was born with spina bifida. She was paralyzed before she turned two because she was misdiagnosed and wrongly treated with a surgery at the state's Children's Medical Services. In a settlement reached by the Florida House and the parents of Noel, the state of Florida agreed to pay $6 million to end the seven-year ordeal to get the Legislature to approve the court-ordered settlement. Noel, who lives in Brevard County, is in a house that is not handicap-accessible. Wheelchair-bound, she is a paraplegic and does not have control of her bladder. The money is a relief for Noel and her family who have suffered great injustice at the hands of the state-run health clinic.
