Hartville, OH: (May-03-07) Dean Windham, owner of Noble Homes and Guardian Property Management, filed suit against Hartville village, alleging that his Noble Homes and Guardian Property suffered $2.6 million in damages, because village officials caused unnecessary delays in his Windham Bridge project. The suit contended that officials intentionally delayed plan approval and sewer connections while also interfering with his efforts to secure water taps and building permits. The suit blames most of the problems on Mayor Beverly Green, who was council president when the process started in 2001, and Village Engineer Dennis Flechtner, an employee of C.T. Consultants for losses sustained by Windham. In a settlement reached, the village council will pay developer Dean Windham $850,000 in damages. About $450,000 would come from the village's liability insurance policy, and the rest through reductions or exemptions in fees and a cash payment.
