Crossroads Mall LP
Stroud Township, PA: (May-23-07) Stroud Township filed charges against Developer Jim Ertle's Crossroads Mall and Kohl's department store in Bartonsville over shortcuts taken during construction. The suit alleged that Ertle opened the store in 2006 without a township occupancy permit. The opening took place even before Ertle had the road work in front of the store completed. Stroud Township said it would not issue a certificate of occupancy until Ertle honored the agreement to complete work required by the Pennsylvania Department of Transportation.
In a settlement reached, Ertle's Crossroads Mall and Kohl's agreed to pay Stroud Township $85,000 for the violations. An earlier case concerning the Crossroads project was related to a violation during the building phase that caused runoff polluting Pocono Creek. The violation landed a $72,200 fine for Ertle and contractors William H. Lane Inc. and Leeward Construction. That fine was assessed by the Pennsylvania Department of Environmental Protection based on information supplied by the Monroe County Conservation District.
