Westchester County, NY: (May-29-07) Frank DeLeonardis, a Mount Vernon landlord, filed charges against Westchester County, after he ran more than a million dollars over budget in converting a former Sears building into a satellite branch of Westchester Community College. At one point during the dispute, DeLeonardis had served the county with an eviction notice for the Gramatan Avenue property, which serves 1,000 students a semester.
In a settlement reached, Westchester County has agreed to pay $2.3 million to settle the dispute. As part of the settlement, the county will continue its 10-year lease, which began in 2003. The settlement was approved by Westchester legislators last week, though Republicans who voted against it called it a bad deal and even Democrats said they hoped the scenario would not be repeated. Half of the settlement will come immediately from the county general fund. The other half will be paid in installments by the community college, with interest, over the remainder of the lease, bringing the county's ultimate tab to $2.5 million.
