Alexandria City, VA: (Jun-13-07) The family of 18-year-old Aaron Brown, who was shot and killed by Alexandria police officer Carl Stowe in the parking lot of an International House of Pancakes (IHOP), filed a wrongful death lawsuit against the city. Stowe had been working off-duty at an IHOP as a security guard when he chased Brown and his friends out of the restaurant for not paying their bill. There were two accounts of the incident. One noted the other passengers in the Jeep said Stowe fired from a distance in an attempt to keep the vehicle from leaving the parking lot. The second account, supported by other witnesses, said that the officer fired after the vehicle swerved toward him and he felt threatened. Stowe did not face criminal charges.

After voluntary mediation, a settlement was reached in which the Alexandria City Council agreed to pay $1.1 million to the Browns. As part of the settlement agreement, Police Chief David Baker agreed to institute policy changes to make it clear that officers should not fire their weapons at moving vehicles, thereby helping prevent anything like this from occurring again.
