Oakland, CA: (Jun-28-07) Matthew Hornung, a former city police officer who was part of a team of rogue officers dubbed the "Riders," filed a federal lawsuit against the city in 2006, over allegations made in 2000 that he and three other officers framed, kidnapped, and beat West Oakland residents. Hornung sued the city for fraud, claiming police department employees lied on the witness stand during a criminal trial in which Hornung and the other officers were accused of abusing suspects, planting evidence, and filing false police reports. Hornung was found not guilty of all charges filed against him while the two other members of the Riders, Clarence Mabanag and Jude Siapno, escaped conviction after the jury could not reach a unanimous decision of guilt or innocence. In a settlement reached, the city agreed to pay Hornung $1.5 million. The settlement amount will be paid by the city's insurance carrier.
