School District of Lancaster
Lancaster County, PA: (Jul-18-07) The Community Action Program (CAP) filed charges against the School District of Lancaster over services provided by the agency, alleging that the school district had inaccuracies in documentation, among other things. CAP's suit was filed in 2006, and the two parties have been locked in a billing dispute that has spawned three lawsuits. The school district filed its two lawsuits against CAP in the fall. The district refused to pay CAP for work done from January 2005 to the end of September 2005, alleging that CAP turned in inadequate documentation, such as inaccurate employee timesheets. The district asked CAP to resubmit invoices. CAP did so, but the district said it found that they were still not accurate. CAP countersued, claiming that the school district did not have the right to change the format of invoices mid-contract. In a settlement reached, the district was ordered to pay $400,000. The district had refused to pay CAP more than $600,000 in invoices for services provided by the agency.
