Norwalk, CT: (Aug-13-07) Jacob Dagley, a convicted burglar, filed a federal civil rights lawsuit against the Norwalk police department, alleging that he was treated with unnecessary force and brutality by city policemen. The suit, filed in March 2005, claimed that Dagley, 37, a former Bridgeport resident, was severely beaten by Norwalk officers the night of April 10, 2003, after fleeing on foot from a sport utility vehicle police were chasing. Records state that the assault occurred after Dagley realized he could not avoid apprehension and surrendered. Dagley was beaten unconscious and suffered skull, collarbone, eye socket, shoulder and lower back injuries.

Following Dagley's suit, the city countersued Dagley in July 2005, contending several police officers were injured and several police cars were damaged in the incident. The city claimed that the episode began when Dagley and three accomplices went to a closed Newtown Avenue variety store in a stolen SUV. Dagley is currently serving 5 years at the Gates Correctional Institution in the Niantic section of East Lyme. In a settlement reached, the city paid Dagley $44,000 to settle his claims of police brutality. [NEWSDAY: BURGLAR BRUTALITY]
