Waukegan, IL: (Aug-16-07) Roy Castillo, a former Waukegan man, brought a lawsuit against the city and city police officers, alleging that they used excessive force when they beat him up. The suit stemmed from an April 2005 incident in front of Castillo's home near Tobin Court and 12th Street. The excessive force suit came after Castillo said he saw officers beating a man they were arresting. When he confronted the officers and told them they didn't have to be so rough, he was maced and beaten. Police also arrested Castillo that day, but charges were later dropped. Subsequently, Castillo filed suit against the city and Officers Arturo Flores and Michael Rauschenberger, alleging excessive force, false arrest, and malicious prosecution.
In a settlement reached, the city of Waukegan agreed to pay Castillo $180,000, resolving litigation. Following the settlement, Flores remains on the city's police force. Rauschenberger has since resigned and moved out of state. [LAKE COUNTY NEWS SUN: EXCESSIVE FORCE]
