Minneapolis, MN: (Aug-21-07) Philander Jenkins, a St. Paul man accused of killing two men, brought a civil lawsuit against Minneapolis police, alleging that the police used excessive force and brutally while arresting him. The federal suit alleged that police officer Jeff Jindra repeatedly kicked Jenkins in the head and broke his jaw while he was handcuffed. Jenkins had surgery to put two metal plates in his head. The allegation wasn't investigated by the Police Department's internal affairs unit. Jenkins has been in Hennepin County jail since he was charged with shooting two men to death at a North Minneapolis triplex six months ago. In a settlement reached, the city agreed, after a 7-5 vote, to pay Jenkins $110,000 to settle the police brutality lawsuit that he had filed against them in 2005.
