Bartow, FL: (Aug-26-07) The county brought a lawsuit against Post Buckley Schuh & Jernigan (PBSJ), a longtime county engineering consultant, alleging that it over billed the county as the result of a $36 million embezzlement scheme. The embezzlement scheme led to the arrest and conviction of former Chief Financial Officer William Scott DeLoach and two other employees at Miami-based PBSJ in early 2007. Over the past three years, commissioners have approved more than $2 million worth of contracts with the company for road and utility work. Officials claimed that the over billing occurred through inflated overhead charges the company was billing and not in the actual work the company's staff performed on local projects.
In a settlement reached, PBSJ agreed to repay $135,835 in over billing. The money that's being returned to the county treasury is the result of an audit of consultant billings by Clerk of the Circuit Court Richard Weiss' office, which began in 2006 at the urging of County Commissioner Bob English. PBSJ, which has an office in Bartow, is one of several engineering consultants with whom Polk County has contracts for various types of engineering work. [THE LEDGER: OVER BILLING]
