Federal Government
Denver, CO: (Sep-03-07) A lawsuit was brought against the federal government, alleging that the security cameras at a prison caught inmates brutally beating a witness. The inmate, whose name was withheld for his protection, was testifying against other inmates and was placed in a cell with their friends. The suit claimed that while no one was watching the monitor, inmates Vernon Templeman and Shawn Shields brutally beat up the witness. Shields was later recorded on tape telling his mother they attacked the man because he was a snitch. An internal report indicated a deputy marshal was assigned to monitor the cameras, but he was told to go downstairs and meet someone from Douglas County. During that time Templeman stomped on the witness as Shields continued to punch him. The beating victim suffered injuries to his brain and liver. He is serving time for robbery and has now been moved to an out-of-state prison. The suit alleged that the United State Marshal Service failed to protect the inmate in the incident. In a settlement reached, the federal government paid the witness $125,000, ending the lawsuit.
