Texas Youth Commission
Austin, TX: (Sep-19-07) Erik Rodriguez, a 19-year-old former inmate, brought a lawsuit against the Texas Youth Commission (TYC), alleging that he was abused while he served time at the Commissions Corsicana Residential Treatment Center in April 2006. The suit claimed that the teenager was brutally beaten by other inmates while in state custody. Rodriguez spent more than two years in the TYC system for breaking into several San Antonio homes and was brutally beaten last fall by four other inmates while guards for his dorm were not at their station. He believes that guards allowed the assault, which left him so swollen and bloodied that he had to be admitted to the emergency room. The guards were later fired for neglect.
In a settlement reached, the Texas Youth Commission agreed to resolve the claim with a $30,000 payout. State officials warn that while the current damage settlements will be paid out of the agency's general operating budget, many more could hamstring the juvenile prison system financially just as they're trying to implement major improvements enacted by the Legislature in 2007.
