Airport Contract Fraud
Detroit, MI: (Sep-28-07) A lawsuit was filed against Frank Vallecorsa of American International Inc., a Detroit contractor, alleging that he dealt fraudulently in relation to contracting work at Detroit Metropolitan Airport. Frank Vallecorsa was accused of making false claims when billing the Federal Aviation Administration for airfield lighting and sign work at the airport between 1993 and 1999. He was also accused of receiving contracts with the FAA through bribes paid to Wilbourne Kelley III, former assistant county executive for airport operations and major county construction.
In a settlement reached, the Detroit contractor agreed to pay $1.5 million in fines to settle fraud allegations. In addition to fines, the settlement forbids Vallecorsa and Kelley from participating in any federal contracts for the rest of their lives. Sources state that in 2005, Kelley was ordered to pay $1.1 million after he was convicted on nine counts of fraud connected to the case, including extortion, bribery, and making a false claim.
