Bicyclist Accident
San Francisco, CA: (Oct-02-07) Robert Kellogg Jr., a bicyclist, filed a lawsuit against the city after an on duty police officer allegedly struck him with a department truck in 2004. The lawsuit, filed in 2005 claimed that Officer Philip Welsh, now 51, hadn't given Kellogg his full name or address and never filed an accident report. Reports stated that Kellogg was turning left at the three-way intersection of Columbus Avenue and Stockton and Green streets when he was struck by Welsh, who had been on the force since 1995. Welsh failed to notify his superiors, and witnesses to the crash did not call police because they saw a uniformed officer speaking with Kellogg. As part of a settlement reached, the San Francisco Police Commission will consider a $150,000 payout to resolve the lawsuit. The city would admit no wrongdoing as a condition of the settlement.
