Jacksonville, FL: (Oct-29-07) IKON Office Solutions Inc. brought charges against the city of Jacksonville, alleging that it breached contracts and withheld payments for more than two years. IKON Office Solutions claimed that it had provided equipment and service to the city's public libraries since around 2000 but has not been paid for more than two years. Records show that in 2005, the city disputed the quantity and cost of equipment and stopped payment. When city officials questioned the company about why it was sending more equipment to libraries than the city contracts authorized, IKON officials said they did have authorization. It was reported that in February 2007, IKON provided the city with 48 contracts that the libraries' former chief financial officer, Mike McDowell, signed from March 2003 to February 2007. Most of the contracts were for leased copy equipment, according to records IKON provided to the city.
McDowell was not legally authorized to enter into the agreements, city Deputy General Counsel Ernst Mueller said. Only the mayor or his designee is allowed to sign contracts on behalf of the city.
