Police Sniper
Portland, OR: (Nov-09-07) The family of Raymond Gwerder brought a lawsuit against the city of Portland, after he was killed by a police sniper in 2005. Records stated that Gwerder was suicidal and had threatened to shoot police if they came inside his house. He was shot outside the house while he was on the phone with a police negotiator, ending a 90-minute standoff. The police, in their defense claimed that the sniper saw the 30-year-old Gwerder appear to aim his gun as if he was hunting for something to shoot. The officer stated that he feared that if Gwerder went inside the triplex house, he'd harm a mother and her two children in an adjoining unit. As per the records, a Multnomah County grand jury reviewed the police shooting and found no criminal wrongdoing. The city of Portland however, reached a settlement with the family, paying them $500,000 to drop charges related to the incident.
