Brooklyn, NY: (Nov-12-07) Lincoln Dozier, a 19-year-old Brooklyn teenager, brought charges against the NYPD, alleging that a sergeant tortured him with a stun gun. Dozier claimed that he was zapped five times in the back by Sgt. Dolores Pilnacek, who was wielding the hand-held device as cops held Dozier down in the lobby of a Flatbush apartment building. The suit stated that pictures of Dozier's torso taken after the July 2006 incident show 10 wounds on his back. The dual-pronged stun gun delivers approximately 50,000 volts of electricity and is meant to temporarily disable a violent person. As part of a settlement reached, records show that the city was pressurizing Dozier to accept a $50,000 payout to end litigation, a sum that he accepted in September 2007.
