Kansas City, MO: (Jan-02-08) Federal prosecutors brought charges against Carter-Waters Corp., a Kansas City highway construction materials distributor, alleging that it engaged in a scheme to help contractors on highway projects circumvent rules for the use of disadvantaged minority businesses. The suit claimed that Carter-Waters was part of a four-company nexus that the government believed submitted false claims about compliance with rules that require certain percentages of projects be subcontracted to minority-owned companies.
