Atmospheric Blow Down
San Francisco, CA: (Jan-31-08) The Bay Area Air Quality Management District filed environmental damage charges against Tesoro's Golden Eagle Refinery, alleging that the facility had air quality violations at its plant. The suit stated that the company's atmospheric blow down systems were not in compliance with current emissions standards. The atmospheric blow down systems are used when the refinery takes a processing unit off-line either for maintenance or because of an emergency. The systems capture liquids and route them back into the refining units, but according to the air district, hydrocarbon vapors were released directly into the atmosphere.
As part of a settlement reached, sources stated that the Golden Eagle Refinery near Martinez agreed to pay $48,000 in penalties as well as replace 1.5 of its four systems by Sept. 30, 2008. The upgrades are expected to cost the company close to $1 million. The refinery, the second largest in Northern California, has agreed to eliminate its so-called atmospheric blow down systems by 2010 and to conduct additional monitoring at the plant until the systems can be replaced.
