Ocean City, MD: (Mar-13-08) The Maryland Natural Resources Police brought charges against Stuart Lloyd Windsor, a veteran Ocean City charter fishing captain, alleging that he violated federal fisheries laws by having illegal fish on board his boat. The suit was filed after Natural Resources Police, working with the Delaware Division of Fish and Wildlife Enforcement officers, conducted a joint enforcement agreement patrol at the Talbot Street Pier in Ocean City in an effort to find and deter fisheries violations.
Their investigation led them aboard Windsor's boat "Lisa", and on examining the daily catch, found two Wahoo that required a federal permit to possess. When the officers asked 65-year-old Windsor for his permit, he became uncooperative, picked up the fish and walked off the vessel away from the officers. He was charged with non-compliance and had to be forcefully restrained. After a brief tussle, Windsor was charged with second-degree assault, failure to obey the lawful order of a police officer, resisting arrest, and obstructing and hindering.
