Goshen, NY: (Mar-21-08) Charges were brought against the city of Goshen, after the library board had quietly attempted for about two years to part ways with architect Peter Hoffmann, who was hired 14 years ago to design the proposed library that voters rejected recently. The proposed library of 28,000 square feet and a price tag of $19.7 million was widely criticized as being too big and too expensive, leading officials to scrap the project, over a decade after its inception. Sources stated that the library solicited proposals from six other architects for the new library, prompting Hoffman to take action as he had a contract with the city for the construction. Library board members allegedly blamed the architect for misinformation regarding the nature of the negotiations.
City officials said that the two sides had reached a resolution in the dispute and had entered into a settlement agreement. Under the terms of the deal, Peter Hoffmann will be paid $170,000 to end his contract. The settlement money includes payment for Hoffman's architectural work, engineering consultants and his attorney fees for three years. $55,000 of the settlement will be paid from operating budget funds, but officials claimed that the remainder must be included in the new budget. The library plans to hold public meetings and conduct an online survey to gather input to help decide if another building proposal will be brought before voters again.
