Misappropriation of Funds
Venango County, PA: (Mar-21-08) The Pennsylvania State Ethics Commission brought charges against Edwin Evans, the former executive director of Venango County Housing Authority, alleging that he misappropriated funds in the amount of $170,585. Records show that Evans is the second former Housing Authority employee charged by the Ethics Commission in recent months. Sources stated that former Chairman Gary Kearney of Oil City was ordered to pay $5,000 for violations.
The commission accused Evans of authorizing payments from authority or corporation funds for his country club membership fees and dues. Further, he was accused of making personal purchases on authority and corporation issued credit cards, including balance transfers from his personal credit cards. He also utilized an authority or corporation owned automobile for personal purposes.
As part of a settlement reached between the two, the State Ethics Commission fined Evans $40,000. Under the consent agreement, Evans is directed to make a payment of $30,000 to the Venango County Housing Authority within 30 days of the issuance of the order.
