Sparks, NV: (Apr-22-08) Steven White, a street artist, brought a lawsuit against the city of Sparks stating that his First Amendment rights were violated. The dispute centered over a 2003 incident that prompted White to sue the city after an ordinance prohibited him from setting up his easel on the sidewalks and parks in the city and selling his paintings without a license. Court documents reveal that in a ruling, US District Judge David Hagen in Reno stated that the city's ordinance infringed on White's constitutional rights under the First Amendment.
Sources close to the case stated that the two sides had reached a settlement in which the Sparks City Council has agreed to pay $250,000 to White to resolve allegations.
