Officer Murders Detainee
Baltimore, MD: (May-07-08) The family of Raymond K. Smoot, a detainee at the Central Booking and Intake Center, brought a wrongful death suit against the state, alleging that Smoot was fatally beaten by correctional officers inside Baltimore's state-run center. The suit claimed that Smoot was beaten to death when he was arrested on a minor charge and brought to Central Booking in May 2005. It charged three correctional officers with second-degree murder. Court papers show that Dameon C. Woods, one of the officers named, was convicted of second-degree murder and sentenced to 20 years in prison.
As part of a settlement reached in the wrongful death case, sources claimed that the state of Maryland is expected to pay $500,000 to the family of Raymond K. Smoot. At the time of death, Smoot was 51. He is survived by four children, three younger than 18. Legal sources who are familiar with the suit state that state law caps the liability of state employees at $200,000, which put a spoke in wheel for the family to argue for and win more civil damages in court.
