Qwest Communications International Inc.

The telecommunications company was charging residents and business $0.07 per month to offset phone service costs for low income residents. Colorado Public Utilities Commission claimed the surcharges were unjust and Qwest has agreed to pay a $5.5 million settlement. With the settlement money, the Public Utilities Commission has authorized a decrease in the monthly surcharge from 7 cents to 0 cents per month. (Feb-23-06) [DENVER BUSINESS JOURNAL]
