Dayton, OH: (Apr-05-07) Susan Fisler Silberstein, a former Civil Service Board administrator, was fired in 2002 for criticizing the city's diversity plan. The plan attempted to bring more minorities and women into the fire department by awarding extra points on the civil service exam for military experience or participating in the fire department's apprentice program. Silberstein was on administrative leave when she wrote an August 2002 commentary for the Dayton Daily News criticizing the commission's plans to change civil service rules; she was fired a few days after the article came out.
