Frankfort, KY: (Aug-03-07) Ron Easter, an employee at a Jackson office, filed a lawsuit against the Transportation Cabinet, alleging that he was denied a promotion in 2004 for political reasons. Documents filed with the state Personnel Board resolve two of the most high-profile cases that came to light in the 2005-06 investigation by a special Franklin County grand jury into the hiring practices of Gov. Ernie Fletcher's administration. That jury charged in indictments that in 2004, Transportation Cabinet officials transferred Scotty Fugate, a city employee, from his job as administrative manager for the Highway Department office in Jackson to a new job 150 miles from his home to force his retirement so his job could be filled by a supporter of Gov. Ernie Fletcher. Easter, an employee at the Jackson office, complained to the personnel board that though he was most qualified for the job, he was denied it for political reasons.
In a settlement reached, the cabinet agreed to pay Easter $50,000 in economic damages for denying him the promotion. The cabinet also agreed to give Easter a raise of $5,136, which will boost his annual salary to $63,677. [COURIER JOURNAL: POLITICAL PROMOTION]
