Windsor, CT: (Aug-11-07) An unnamed woman brought a lawsuit against the town, alleging that former police officer Charles "Gerry" Bagley started a sexual relationship with her and took nude photos and videos of her without her knowledge when she was a 17-year-old Police Explorer. The lawsuit alleged that the woman's father notified police chief Kevin Searles and others in the Police Department that Bagley was sexually exploiting his daughter, and claimed that Searles didn't respond and that no discipline was imposed on Bagley. The lawsuit dealt with events from about 1990, when the woman says her sexual relationship with Bagley began, to the summer of 2004, when nude photos and videos of her were seized from his locker at the police station. The woman, hasn't been identified because of the sexual nature of the allegations. Judge Referee Robert J. Hale, sitting in Hartford Superior Court, has ordered $200,000 of the former police officer's assets attached, including his Windsor house.
In a settlement reached, the town's insurers paid a total of $85,000 to settle the sexual harassment lawsuit. The insurers involved are the Connecticut Interlocal Risk Management Agency, Great American Insurance Co., Discover Property, and Casualty Insurance Co., and Royal Sun Alliance. As part of the settlement, the town agreed to cooperate with the woman in her efforts to secure and destroy the nude photos and videos of her, which are being held by an FBI agent in New Haven as part of a federal investigation.
